The Congress:
It was used a method that combined the study and discussion, in all countries, of the Initial Working Document (Annex to FIFYA 176), and the elaboration of contributions supported by the guide of questions it has. The contributions from the countries, resulting from this stage, were then integrated by the Commission appointed for the task, made up by Antonio Pérez Esclarín, Joseba Lazcano, Luis Arancibia and Beatriz Borjas, with the support of the Executive Secretariat and the advice of the Federation’s Board of Directors. The Basic Document that was worked on at the Congress was then produced.
The Board of Directors, at its meeting in November 13th (FIFYA 184), agreed to appoint a Commission made up of Joseba Lazcano, Antonio Pérez Esclarín, Luis Arancibia and Beatriz Borjas, coordinated by Luis Carrasco, to incorporate the contributions produced at the Congress. The product of this work is the Final Document of the XXXVI Congress: “Education is a Public Good. Better education and society for all”.
The last version of the Caracas Congress Document was revised and approved by the Board of Directors held in Cochabamba, Bolivia, on February 19th – 21st, 2006, and the final version of the Document was edited by the Executive Secretariat of the General Coordination Office of the Federation. Following the recommendation of the Assembly to elaborate summarised versions, it was agreed to request the collaboration of FyA Venezuela in the person of Antonio Pérez Esclarín to elaborate, together with the Executive Secretariat of the Federation, a summary document of the Congress, which can be downloaded below: Education is a Public Good.
